China's New Good Neighbor Foreign Policy: Strategy and Behavior

Under China's collective fourth generation leadership, Beijing has put in place a new good neighbor foreign policy that is to follow three approaches-political harmony, security and mutual trust, and economic common benefits to construct a peaceful and stable regional environment. Political harmony aims at strengthening diplomatic relations with neighboring countries through exchanges of high-level visits and full-scale upgrading of bilateral ties. Security and mutual trust means to resolve border disputes, to establish a bilateral military confidence-building mechanism, and to participate in the multilateral security mechanism. Economic common benefits refer to developing close bilateral economic ties, and strengthening regional and sub-regional cooperation under multilateral regimes to achieve an economic integration in the region.
