New Situations in Cross-Strait Relations and the New Government's New Moves

Cross-strait relations have turned a new chapter since President Ma Ying-jeou and his government assumed office on May 20, 2008. In order to develop and improve cross-strait relations, the new government has put in place two policies direct charter flights and a higher daily quota for Mainland tourists coming to Taiwan. Also, the new government is expanding cross-strait economic ties, particularly direct transportation, commerce and correspondence. The government has authorized the Straits Exchange Foundation (SEF) to negotiate with the Association of Relations Across the Straits (ARATS) on three issues, including direct charter flights and more incoming Mainland Chinese tourists. This marks the first step toward establishing mutual trust between the two sides and promoting friendly cross-strait interactions. In the future, the government will cautiously and steadily go through SEF to engage in communications and negotiations with the other side on issues of mutual concern, with a goal of laying a solid foundation for positive cross-strait interactions. Resuming institutionalized negotiations will facilitate cross-strait relations to advance toward developing mutual trust. Other than economic issues, the government will continue to promote a cross-strait policy under the principle of benefiting Taiwan and its people first, while urging China to fully respect Taiwan's breathing space in the international community.
