Learning from Taiwan's Experience-Technology-based Disaster Management

Due to geological and environmental factors, the people living on Taiwan have long been faced with the threat of earthquakes, typhoons, landslides and debris flows. They not only have had to live with natural disasters, but also learn from them. Therefore, disaster risk reduction and emergency preparedness are hot issues which require more effort and investment contributed by both the public and private sectors. In addition to a continuous improvement of laws and national frameworks for disaster management, a proactive introduction of science and technology may also accelerate the process of improvement and provide a strong basis to develop national policies and strategies. Through the implementation of national programs, solution-based programs have, in accordance with needs, first enhanced the framework by calling for teamwork among government agencies to solve problems jointly. Currently, Taiwan has formal membership of APEC. Under APEC, the Emergency PreparednessWorking Group (EPWG) is responsible for capacity building in the Asia Pacific region for disaster risk reduction and emergency preparedness. Taking part in projects or activities under EWPG offers a channel to demonstrate Taiwan's solid achievements.
