探討高齡社會下運動休閒活動政策發展趨勢─以政策創新的觀點

The Study on the Development of Sport and Leisure Policies in the Aged Society from Policy Innovation Approach

摘要

現行行政院之高齡社會白皮書於2015年核定至今，社會及政策環境均有重大改變，除人口結構進入高齡社會，高齡者相關立法也越趨完備，高齡者之社會議題也受到社會關注，因此應修訂現行白皮書內容以符合未來發展趨勢。研究目的為應用政策創新分析高齡社會下運動休閒活動政策發展趨勢。研究方法採用檔案分析法與焦點團體法。檔案分析法分析政府公開資訊平台中所提供之相關政策及國外相關政策，焦點團體法邀請專家學者及體育署官員對我國相關政策發展趨勢提供建議。研究結果為一、在社會氛圍多元化方面應朝向互動、內容、時間頻率及財源多元化發展。二、在硬體設施設備多元化方面應提供運動休閒場地、優化及補助改建公共無障礙設施及提供智慧輔具協助高齡者。三、自然環境多元化方面則應提供多元之自然休閒環境。研究結論為未來政策趨勢應朝向社會、硬體及自然環境多元化發展。研究建議往後之研究可朝向結合創新科技發展出符合高齡社會趨勢之創新服務型態。

The white paper on the ageing society was implemented in 2015. However, the issues of social environment and trend of policy have been changed dramatically. Legislation for senior citizens became more comprehensive. The Taiwan society officially became aged society in 2018. The purpose of the study is to analyze sport and leisure policies for the elderly by applying policy innovation. The study applied documentary analysis and focus group. Documentary analysis was conducted to analyze official documents from Open Government Data Platform and policies from foreign authority official websites. Experts were invited to discuss about sport and leisure policies for the elderly. The results of the study are 1. Sport and leisure activities should focus on providing different activity contents, interaction patterns, frequencies and financial sources to construct diversification in social environment 2. Sport and leisure facilities for the elderly should be consider renewing public barrier-free facilities periodically and creating classification in physical environment 3. A variety of natural space should be provided and maintained to create diversification in natural environment. The conclusions of the research are the development of sport and leisure policies for the elderly should focus on diversification in social, physical and nature environment. The study suggested that further study should discuss the possibilities of combining the new technology into service model for the aged society.
