再起爐灶－《中央日報》的遷臺與在臺發展優勢

Reconstruction: “Central Daily News” Moved to Taiwan and it’s Development Advantages

摘要

《中央日報》是戒嚴時期中國國民黨重要的宣傳報紙。自1949年底，中華民國政府自大陸撤退來臺，《中央日報》更扮演起黨國喉舌的角色，在國民黨軍事節節敗退、飄搖渡臺之際，負起了重新塑造中國國民黨形象、穩定人心、喚起民眾支持、打擊敵人並獲得有力支援的重要工作。然而，如何讓渡臺後的《中央日報》在黨國的指揮下暢所欲言，達到其預期的宣傳效果？過去的研究多從新聞報業受箝制的角度解釋，說明當時政府如何透過法令、政策限制民營報業，致使黨、政機關報紙坐大。此種解釋觀點，容易將所有有利於黨、官營報業、不利於民營報業的經營因素，都歸咎於政府、黨國積極運作的結果。然而，不可否認的是有些黨、官營媒體的優勢條件並非政府刻意造成，而是在客觀的環境中，基於時代的偶然因素，形成的有利條件。因此，欲客觀地了解此時代國民黨控制新聞，掌握宣傳優勢的原因，勢必得重回《中央日報》遷臺初期，其與臺灣新聞場域剛接觸的時代。審視《中央日報》的業務發展過程、遇到的問題、解決的辦法以及得到的協助，並對比臺灣民營報業的經營狀況，或許可以較客觀地描繪出國民黨在主、客觀環境下，逐漸掌控新聞，塑造《中央日報》的優勢地位，掌控宣傳的過程。

“Central Daily News” was an important propaganda newspaper of the Chinese Kuomintang (KMT) during the martial law era. Since 1949, the government of the Republic of China retreated from the mainland, “Central Daily News” played a role as the party mouthpiece to reshape the image of KMT to get supports from the public and to maintain KMT’s power. However, how “Central Daily News” under the command of KMT affected the publicity. For an objective understanding of this, we should go back to the time that “Central Daily News” relocated in Taiwan. To examine it’s development when it came to Taiwan, to find how many problems it encountered and how it solved problems and got assistance. By the way, in this article we would compare “Central Daily News” with the private newspaper, in order to understand how KMT through the dominance of “Central Daily News” gradually controled the News during the martial law era.
