摘要

臺北市一直與五人制足球運動的發展有關聯性，從辦理世界盃五人制足球賽、五人制足球政策的推動，以及成立我國最早之五人制足球協會可窺見探知，為進一步了解臺北市五人制足球運動的發展情形，本研究的目的為：一、探討中央足球運動政策發展之情形。二、探討臺北市五人制足球運動推展之情形。三、探討臺北市五人制足球運動在學校發展之情形。透過蒐集1995至2012年有關臺北市五人制足球運動發展之相關文獻，輔以歷史研究法與文獻分析法將蒐集的文獻加以分析探討。以下為臺北市五人制足球運動發展整體情形：一、中央足球政策的發展主要以教育部以及行政院體育委員會所提出之相關足球政策為主軸。政策的推展主要重點為透過三級學校推動足球活動、賽事，增加足球參與人口，進而帶動足球風氣。二、臺北市五人制足球前期的推展是透過相關賽事或講習會的舉辦，而大幅推展的重要契機，是臺北市擔任2004年世界杯五人制足球賽的主辦城市，有更多經費能推展活動，後有相關計畫，延續五人制足球的推展。臺北市五人制足球運動尚未成熟，不論是全民參與的風氣或硬體的完備等，都是日後須持續努力的課題。三、中央的足球政策及臺北市教育局所提出的政策發展重點可知，三級學校的五人制足球發展，為臺北市推動的主軸。在競賽成績的表現上，除社男組以及高男組，曾三次於全國賽事中取得前四強的佳績外，其餘組別的表現稍為差強人意；另外，臺北市五人制足球的賽事學校參與情形並不熱絡，可見五人制足球在各級學校的推展上成效不彰。

Through the way of historical research and literature analysis to analyze and discuss the data of the development of Futsal in Taipei City during 1995 to 2012. The purposes of this study were as follows. Firstly, to analyze the development of the Government's football policy. Secondly, to analyze the promotion of the Futsal in Taipei City. Thirdly, to analyze the development of the Futsal in schools in Taipei City.Here are the results of my finding:1. The main focus of the Government's policy is to promote the football games and increase the population of football in schools. Ultimately make everyone like football.2. The Futsal development in Taipei City was mainly conducted by holding football games and assembly in the early years. Holding the 2004 Futsal World Cup in Taipei has successfully made Futsal more popular in Taipei City. It also brings more fund and related plans to develop the Fustal. But there is still more to do in terms of improving the software and the basic infrastructure.3. The Futsal development of the Government's policy in Taipei City is by mainly conducted by local schools. As for the results of the football games, except the community groups and high school groups for men who had ever got the top four medals in national competitions by three times, the performance of the remaining groups was slightly unsatisfactory.
