由幼兒美語的迷思及政策演進省思我國幼兒美語應走的方向

The Future for English Education of Taiwan's Youth Identified from Misdirection of English Education and Policy Development

摘要


幼兒學習美語之熱潮在台灣已是不爭之事實,爲了探究此熱潮對幼兒教育所帶來的影響,本研究擬由幼兒美語之迷思與衍生問題談起,接著說明我國政策美語政策之演變,最後綜合提出我國未來幼兒美語應走的方向。幼兒美語之迷思包含:越早學愈好、口音學習較純正、學習美語等於競爭力、學習美語才具有國際觀等;其所衍生之問題,包含:美語教材教學不符合幼兒需求、幼兒教育專業被學習美語所取代、影響幼兒全人教育之發展、文化認同上面產生隱憂。然而由我國美語教育政策之發展,可以看出是隨著幼兒美語衍生問題而修訂頒佈的,雖然九十四年教育部已全面禁止幼兒階段學習美語,但是仍然阻擋不住幼兒學美語之熱潮。本研究最後提出三個發展方向以供參考:1、鼓勵學術界提出相關之研究證據;2、政府在制定相關法令時應更加審慎;3、鼓勵幼兒教育界重視自我文化與信念之建立。

It is a fact that learning English is very popular for children in Taiwan. In order to study the influence of this phenomenon on our children's education, this research discusses the problems and issues from the misdirection of children's English education, and Taiwan's government policy development for English. The study then summarizes the direction for future English education of our children. The reason behind the popularity of children's English learning can be traced back to multiple misconceptions. These misunderstandings include the following notions: The benefits are greater the earlier the child leans English, accurate accent learning is essential, learning English allows the child to be competitive, and English education will provide the child with a better understanding of the world. Due to these vague concepts about children’s English education, subsequential problems have emerged. These problems include substitution of professionally led children education for English education, the influence over children personality development education, and hidden worries of cultural identification. However, government policy development for English education shows that policies were modified, and changes were made due to the appearance of problems related to children's English education. Although the Ministry of Education banned children leaning English at a young age in 2005, the overall phenomenon of children's English education still persists. If the children's English education trend cannot be stopped, the only solution is to correct people's misconceptions. This study suggests three directions of development, for instance: 1) researchers in academic fields should be encouraged to show evidences of related studies to correct people's misconceptions related to children's English education. 2) The government should be more cautious when it formulates related policies. Ensuring that policies are not repeatedly changed, will allow people to better follow policies. 3) Children education should be encouraged to support children appreciation of their own culture and beliefs.
