綠不綠有關係？！－論綠色資料中心及其相關能源效率法制政策

一棟資料中心之能源使用量，相當於一棟商業辦公大樓所需能源的一百倍。鑑於推動能源效率是最具成本效益之政策措施，美國、歐盟及新加坡已透過擬定「綠色資料中心」相關政策機制，輔以與其能源效率相關法令規範，以提升公部門與民間部門資料中心之能源效率。借鑑於此，本文建議我國宜考量調整公部門能源效率強制措施，考量增訂鼓勵民間部門提升能源效率誘因措施，並宜研議是否採用資料中心能源效率相關標準、標章或其他措施。

The energy consumption of one data center is equivalent to the amount that 100 commercial buildings consumed. Since promoting energy efficiency is the most cost-effective policy measure, U.S., E.U. and Singapore have taken policies and schemes, known as ”Green Data Center”, as well as the underlying laws and regulations regarding energy efficiency, in order to improve the energy efficiency of public and private data centers. Accordingly, this article argues that our government may consider taking mandatory measures to impose more energy-efficiency obligations on the public sector, creating more incentives to encourage the private sector to improve its energy efficiency, and starting to discuss and research whether Green-Data-Center-related standards, marks or other measures should be taken to guide the industry.
