國際發展智慧聯網之基礎法制政策研析

近來智慧聯網（Internet of Things）應用技術進展迅速，世界各國均積極投入許多支持計畫推動發展；然而新興科技產業發展，通常將伴隨各項應用技術推展，出現許多衍生問題，甚而引起爭議。所以，推動新興科技產業發展，必須及早建立完善法制規範與環境，協助產業因應未來所可能遇到實務發展窒礙問題；本文選定歐盟、美國二大重要國家，就其推動法制政策與實務機制進行研析，並研提因應規劃與建議意見，以未來協助政府規劃政策及助益園內產業蓬勃發展。

Recently ”Internet of Things” application technology progress rapidly, Many countries around the world are actively engaged in many support programs to promote development. However, the emerging technology industry development, usually accompanied by various application of technology to promote the emergence of many derivative problems. Therefore, we must improve the regulations and legal environment, to assist the industry in response to the practical development may encounter stifling. This paper selected two important countries of the European Union, the United States, to research and analysis, and its role in promoting the rule of law policy and practice mechanisms. Proposes recommendations to assist the Government in the future, and helpful domestic industry flourish.
