A Review and Outlook of Port Development in Taiwan

摘要

亞太地區港埠間之競爭日趨激烈，臺灣鄰近各主要樞紐港除積極推動海運與港埠建設計畫及提昇本身的經營效率來吸引航商外，亦積極發展港埠物流，提昇其競爭力，以爭取更多國際航商所屬船隊靠泊使用。中國大陸地區為加速其港埠發展，提出各項優惠政策，吸引航商前往靠泊，其發展已對臺灣國際港埠產生一定程度影響，長期而言，更不利於臺灣。為使台灣港埠持續壯大與永續發展，隨著船舶大型化，藉由調整台灣港務公司多角化經營模式，發展郵輪停靠港，整合中央及縣市政府資源提升港口附近社區及生態品質，以帶動周邊經濟大幅成長。

Competition among the Asia-Pacific region is becoming increasingly in Asia Ports. Taiwan is near the major hub ports. In addition to actively promoting the marine transport, port construction plans and enhancing their operational efficiency to attract shipping companies. We also develope the logistics of Ports positively to enchance their competition in order to strive for more international shipping companies owned fleet berthing use. China accelerates its development of ports and harbors, made various preferential policies to attract shipping companies to go berthing. Its development has been affected to a certain extent on the Taiwan International ports and harbors. In the long run, it is not conducive to Taiwan. To make Taiwan's continued growth and sustainable development of ports and barbors, we must adjust the Taiwan International Ports Corporation business corresponding to large ships, and develop the cruise ports. In additional, in order to drive substantial growth of neighboring economic, we should integrate the central, county, city governments and community resources to enhance the ecological quality near the port.
