摘要

本文主要是藉由來海策略的觀點出發，針對營運10年的捷運淡水線周邊休閒活動提出探討與建議，經過分析後得到結果與建議如下：一、通車10年後淡水鎮已成為車水馬龍、人聲鼎沸的『觀光夜市小鎮』，原有淡水風貌已產生變化，是社會化的後衝擊；二、各項規劃措施改變了位居淡水河畔的小鎮，建議必須結合生態、休閒、文化、歷史與環保建構成美麗城市，讓休閒觀光客找回對淡水的信心。具體建議為：一、規劃捷運輕運量系統與紅樹林至關渡環河及增建停車場。二、爭取淡水鎮升格。三、完善規劃中山路街道，帶來無限休閒觀光之商機。四、增建淡水觀光休閒場所，提升經濟成長提供就業機會。五、興建淡江大橋貫穿淡水河左右岸休閒資源整合。
