由2004雅典奧運看2009高雄世運奧運心世運情之研究

摘要


本研究目的以策略性規劃模式探討2004年雅典奧運,茲就次級資料研究、田野研究與訪談等研究法結果,足資2009年高雄世運會借鏡者概述如下:一、成就精采值得學習者:(一)充滿希臘獨特性之開幕典禮。(二)熱心服務之志工群。(三)便捷之交通聯絡網。(四)票券整合。(五)鐵腕政策徹底改善市容。(六)租用民宅提供民宿。(七)大型郵輪替代飯店。二、美中不足值得借鏡者:(一)籌備欠積極及政治內鬥造成進度嚴重落後。(二)志工雖多因訓練不足造成服務失誤之遺憾。(三)賽會安檢過於嚴密造成不便。(四)資訊充足卻宣導不足。(五)網路不發達造成書面資料氾濫。(六)媒體村功能不彰。三、2009年高雄世運策略性規劃:(一)企業目標:2009年高雄世運獲世人普遍認同。(二)策略決策者:KOC策略決策者交給各黨派皆能認同的人。(三)事前評估:環境的優劣勢、潛在的機會與威脅,事先評估,擬定時程隨時檢視。(四)選擇策略:擬定最佳策略實施期程,逐一完成。(五)執行:動員各項資源,分工合作,達成任務與使命。(六)評估策略績效:依據進度逐一檢視,是否達到所定目標。

This study purposes are how to make a precious opportunity of hosting this grand event impressive to the world . Through the secondary data, field and communicate research method, here we can take an advantage of the host experience from the Olympic Games 2004 in Athens, as follows.1.Magnificent achievements worthy of learning for us are: (1) An opening ceremony full of Greece's specialties. (2) Very warm-hearted volunteers. (3) A very good infrastructure. (4) Multiple using tickets. (5) Some policies have thoroughly improved the appearance of the city. (6) Rent condominium from residents for accommodation. (7) Rent super liners.2.Some instances of imperfection which can be reminders for us are: (1)Lack of work spirit during the organization and political affairs made the process not fluent. (2) Although there were many volunteers. (3) The security and protection during the games were too exaggerated. (4) Service was good, but the promotion was insufficient. (5) The bad internet connection caused overflow of information. (6) The Media village did not work too fluent. 3.Strategic Planning of World Games 2009: (1) Goal: a plansible recognition from the world by hosting the World Games 2009. (2) Decision Maker: someone in KOC who is nice on World Games 2009. (3) Evaluation: a SWOT analysis for evaluating and a time table for tracking process. (4) Selection of Strategies: an optimization of the strategy. (5) Execution: an efficient execution by utilizing resources and cooperation in order to achieve missions. (6) Examination: examining if the goal/objectives are achieved or not.
