地方政府體育行政機關人力資源分析

The Analysis of Human Resources Management of the Local P.E. Authorities in Taiwan

摘要


本研究旨在瞭解地方政府體育行政機關人力資源現況,被提出我國地方政府體育人力資源策略建議,作爲政府體育相關部門之參一考。爲達此目的,本研究採用文件分析瞭解我國地方政府體育行政機關現有人力及業務項目情形,結果發現:(一)我國地方政府體育行政機關正式編制人力不足,多用約聘僱或其他人力來協助業務推動;(二)我國每年體育行政類科的國家考試名額不多;(三)組織呈科層化,無法彈性配合政策運用人力。建議政府應建立完整的體育人力資源政策,應適度調整人力員額,並加強人力資源的培育、運用與管理策略,以培育人才創新及核心能力。

This study aims to find out the situation of the human resources management in the local PE authorities in Taiwan, and tries to give suggestions for human resources policy to local governments. Through the document analysis, we find the following points. First, the number of formal government employees is insufficient. Most of the local authorities employ the temporary employees to do the jobs. Second, the nationally recruiting exam doesn't offer enough opportunities for the necessary manpower in the local P. E. authorities. Third, the bureaucratized organization makes it difficult to manage the manpower flexibly. We suggest the government set up an intact sports human resources policy, which can adjust the manpower resources appropriately, and strengthen human resources cultivation application and management tactics, and, further more, foster the capability of innovation and core competence of P.E. education.
