Certificateless public key cryptography, first invented by Al-Riyami and Peterson, is presented to solve the key escrow problem in identity-based public key cryptography. In the literature, it is commonly applied in communications to reduce costs, such as certificate management. Considering the trusted level which was first shown by Girault, many research issues for public key cryptography have been proposed. In this paper, we concentrate on certificateless encryption (CLE) and certificateless signature (CLS) to achieve level-3 security and discuss the necessity for level-3 security.
