本文旨在探討國家研發組織績效與核心能耐之關聯性,首先建構國家研發組織價值創造程序,包括「研發能力」、「技術擴散能力」與「價值創造能力」等階段,並藉由創新的網絡資料包絡分析法(Network Data Envelopment Analysis)來衡量國家研發組織的績效表現,瞭解研發組織內部經濟活動連結性,以協助國家研發組織的績效管理;此外,更進一步運用截斷式迴歸(truncate regression)來探究核心能耐是否會影響國家研發組織的績效。研究結果顯示,核心能耐確實扮演著影響國家研發組織績效的重要因素。最後,本研究針對評估結果提出改善建議,做為政府政策制訂及經營者之參考,以提升國家研發組織績效與創造產業永續競爭力。
The purpose of this paper is to explore the relationship between the operating performance and core competence of national R&D Organizations. First, this study develops a national R&D Organizations value creation process including 'R&D capability', 'technology diffusion capability' and 'value creation capability' using a innovative network data envelopment analysis (Network DEA) for assessing the national R&D Organizations. Additionally, the truncated-regression is employed to discuss whether or not the core competence would affect the performance of national R&D Organizations. The findings indicate that core competence does play an important role in influencing the operating performance of national R&D Organizations. Finally, this study presents suggestions to the Government and mangers for improving the performance of these national R&D organizations.
