From the 20th century, administrative reform and reinventing government has swept all major countries around the world, and in order to enhance whole ability and the overall effect of the policy so has the Republic of China since 2002. This syudy researches the influences on Taiwan about the supply and demand on the budget, national economic capacity, the national policy support, political party rotation and the global financial crisis, etc., and discusses if the relative changes in supply and demand of financial support will affect the Central Government budget execution performance of the ministries; in addition, variable data are taken into the empirical analysis to compare various ministries with their financial statement of supply and demand, and identify if there are significant differences influencing their executive performances, including Ministry of Defense.
