西濱快速道路風衝地帶風速特性之探討

The Characteristics of Wind on the Western Coastal Road

摘要


本研究乃針對規劃中之西部濱海公路沿線風衝路段歷年風速、風向等資料之搜集分析,尋求風速、風向與地形環境間之關係,並分析各路段風力對行車安全之影響。大部份的濱海地區皆未有長期的風力觀測資料,乃以附近地理環境相似的氣象站資料爲基礎。並經現地風力量測,與同時間氣象站所觀測的風速進行相關分析,以作爲未來推估當地風速之依據。在季風期間內,以日爲單位採用機率分析之方法,以預估未來試區可能發生的強風風速值。並觀測逐時風速、風向變化之情況,以推估日夜間風速之變化。並製作試區地形模型經由風洞試驗以資風力評估之延伸,其結果如下:(1)侵襲臺灣西海岸颱風瞬間風速僅在南寬超過30(m/s)之紀錄,但由廻歸方程式推估,則南寮、崙尾及舊虎尾溪口等三處道路規劃路線,均有超過此一紀錄之可能。(2)風速流場受到地形之影響,可能形成亂流及突風,特別影響行車安全應注意安全之考量。(3)風速日變化方面,晝間風速係數爲日平均風速的1.1〜1.3倍,夜間風速係數爲0.9~0.7倍。(4)試區之行車路段平均風速,較之原來風速僅增強約3〜9%,並非十分顯著。

The purposes of this study were going to investigate the wind velocity and wind directions along the planning road on the westen coast of Taiwan, and to analysis the possibility of the critical wind velocity for vehicle safety. Four experimental sites where had strong wind during winter season were selected to conduct the wind observation. The nearest weather stations were also selected to collect the wind data in past years in order to find the relationship of wind data between experimental sites and weather stations, and to estimate the maximum wind velocity and its return period. Besides, wind tunnel experiments were conducted to observe the wind velocity of characteristics with topographic conditions in field. The results of this research were shown as follows: (1) It was recorded that wind velocity exceeded 30 (m/s) during typhoons in Nan-liao. But according to the relative regression equation, it was possible that the wind velocity will exceed 30 (m/s) in the planning road section of Nan-liao, Ruen-Wei and old Hu-wei-chi, (2) The turbulent flow of air would appear because of topographical relief. It is noted that gust might influence the driving safety in these areas. (3) The wind velocity of day time was about 1.1~1.3 times of average wind velocity, and that of night time was about 0.7~0.9 times of average wind velocity. (4) Wind velocity on the planning road will increase about 3~9% than it on the beach.
