摘要

國家主權基金(Sovereign Wealth Funds)或稱政府投資基金(State Investment Funds)，但大多以國家主權基金（我國也會簡稱爲主權基金）爲主。雖然國家主權基金已行之有年，而世界各國對國家主權基金的認識卻只在萌芽階段。本研究爲整理國家主權基金之基本內容，希望能爲未來研究建立一個基本架構。
基於國家主權基金之特性，本研究無法有量化衡量，但就國家主權基金之定義、資金來源及國際規範，作一整理，並針對成立國家主權基金以國家總體與國際觀點兩種不同的角度，進行優劣分析。其研究結果，可爲未來其他研究之基礎，也可爲我國成立國家主權基金之參考。

Sovereign Wealth Fund (SWF) is a handy instrument in international finance and domestic economics (for achieve social-economic goals). This paper reviewed researches, documentations, and news to clarify the basic issues of SWF.
In the paper, SWF is defined, and classified by the funding resources and types for future researches. The pro and con analysis of SWF can give government a guideline to establish a new SWF.
