Since the implementation of the national budget-based reimbursement plan by Taiwan’s National Health Insurance (NHI) program, nursing shortage has become prevalent across all medical. As a result, nurses in Taiwan today are facing a situation where the salary scale and the workload are disproportionate. However clinical care loading become complicated under the situation of increased service coverage, aging population, prevail of chronic disease, and number of critical patients. To provide the best care to patients, the physical wellness of nursing staff is essential. Thus, efforts must be made not only to prevent nurses from working overtime, but also resolve the problem of understaffing in order to retain qualified nurses in hospital and improve working quality for registered nurses in Taiwan.
