  • 身體活動是影響青少年身體健康的重要因素之一;國民體育法亦於2013年將SH150政策正式立法,但目前尚無針對該政策之執行成果之實證研究。本研究志於發展有關SH150政策之執行成效問卷,於第一階段先行進行問卷工具之形成,於臺北市之國中招募106位12-15歲之青少年 (回收之有效問卷為77份),確立問卷工具的信效度;第二階段則以建構之問卷,以全臺中市公私立國中學生為研究參與對象,並依據各校規模 (班級數) 進行分層隨機抽樣後,於各校進行簡單隨機抽樣,問卷發放共894份,回收578份,其中有效問卷567份,佔回收比例98%。本研究整體結論如下:
    一、本研究所發展的青少年SH150之測量問卷,經檢驗達有效性與可信度,可作為SH150政策之推行現況研究問卷。
    二、臺中市各國中執行SH150政策,以「課間下課時間」的身體活動人數多,但對政策本身的知曉性低。
    三、SH150政策與健康體位中的身體質量指數高度相關,可印證有足夠強度及時間的身體活動,對於維持適中的健康體位有幫助。
    四、本研究與教育部體育署目前的統計數據顯有落差,因調查對象不同而造成明顯差異,建議未來在政策調查或執行宜有多方考量,以避免誤差之可能。

    Physical activity is a key determinant of adolescents’ physical and mental health. In 2013, SH150 policy has been legislated into National Sports Law. However, limited studies have evaluated the effectiveness of this policy. This study employed a questionnaire assessing the effectiveness of the SH150 policy. During Phase 1, the questionnaire was designed and administered to 100 adolescents aged 12–15 studying at a junior high school in Taipei City. A total of 77 valid questionnaires were collected, ensuring questionnaire reliability and validity. During Phase 2, students from public and private junior high schools in Taichung City were recruited via stratified random sampling according to the size of each school, and simple random sampling was subsequently performed in each school. A total of 894 questionnaires were administered. Among the returned questionnaires, 567 were valid, posting a valid return rate of 98%. A comprehensive analysis was run on the participants’ personal backgrounds, knowledge of the policy, body mass indices (BMIs), time at school, and physical activity time, producing to the following conclusion: 1. The questionnaire, developed to assess the effectiveness of the SH150 policy, was analyzed on its test–retest reliability and criterion-related validity, and its validity and reliability were confirmed. 2. Regarding the participants’ time at school and physical activity time, most of the participants performed physical activities after class more frequently, and very few students have been aware of the policy even though they are the targets of the policy’s implementation. 3. The participants who had attained SH150 indicate a positive correlation between SH150 attainment and normal BMIs. It can be proved that physical activity of sufficient intensity and sufficient time is helpful to maintain a moderate Healthy Weight Status. 4. The questionnaire results on the junior high students in Taichung City differed considerably from the current statistical data provided by the Sports Administration. It is necessary to understand the gap between the operation process due to the operation of policy interest groups, the information reception of executives, and the communication between executives and target groups based on their actual needs.
