  • 本研究旨在探討都市如何以文化政策進行再生,在面臨後工業危機之挑戰,尋求解決經濟、環境之問題,試圖透過文化轉變其工業城市的刻板印象,並刺激觀光與產業轉型。許多城市透過旗艦場館,或文化節慶在短時間內吸引全球之注目,帶動觀光產業;另外,有些城市透過文化園區,將閒置土地轉化為多功能的空間。首先,本文從都市再生之起源與定義,到文化在其中所扮演之角色,作為文化再生發展之輪廓,並探討文化再生對都市所帶來的物質、經濟及社會影響,提供本研究分析之脈絡。再藉由旗艦計畫、文化節慶與文化園區三種文化策略之定義與特質,對都市所產生利弊進行分析。
    本文以畢爾包為研究區域,研究方法利用文獻分析法、田野調查等方式,畢爾包之旗艦計畫、文化節慶及文化園區為探討單元,討論與分析於物質、經濟及社會影響,包括空間利用、交通建設、觀光效益以及地方意象等。最後歸納出畢爾包文化再生之經驗及歷程,並予以適切之建議與反思。

    This thesis aims at discussing how cities use cultural policies to develop urban regeneration. After facing the crisis of the post-industrial society, cities sought for solutions to economic and environmental problems. Post-industrial cities attempted to use culture to transform its stereotypical images of an industrial city, then to stimulate cultural tourism and to transform its industry. Many cities attracted global attentions and developed the tourism industry through flagships or cultural events. Some other cities transformed brownfields into cultural quarters which include multiple functions. First, this research begins with the origin, the definition of urban regeneration , and the role of culture, as the outline of cultural regeneration development. This study analyzes the impacts of cultural regeneration, including physical, economic, and social. Furthermore, the literature review discusses with the characteristics, pros and cons of flagship projects, cultural events and cultural quarters.
    This thesis takes Bilbao as an example. Through document analysis and field work, the research explores the applications of flagship projects, cultural events, and cultural quarters. On the other hand, the research examines the physical, economic and social impacts, such as transportation, tourism, city image. Therefore, the research summarizes the experiences and the process of Bilbao’s cultural regeneration, and offers some suggestions for cities.
