East Java Province with potential agricultural sector is the highest national granary area in Indonesia. To improve crop production in East Java will strengthen the regional and national economy. The purpose of this study is to investigate the competitiveness, growth pattern, and growth components of crops at 38 regions in East Java Province and to propose the alternative policies to strengthen superior crops for economy developments in East Java Province. The location quotient (LQ) and shift-share (SS) analysis with three indicators, namely regional economic growth, proportional shift growth, and differential shift, are adopted. Collected from the Central Bureau of Statistic and the Ministry of Agriculture of Indonesia, the data used are seven crop production data in East Java Province during 2008-2017.
The finding shows that soybeans and rice are the superior crops in the most regions while peanuts and sweet potatoes are the least regions in East Java. Corn, green beans, peanuts, soybeans, rice, sweet potatoes, and cassava at 38 districts/cities in East Java have crucial performances and economic growth patterns. As the results, policy plans to enhance the priority and to accelerate regional economic development are suggested.
