桃園地區人力仲介經營績效評估

摘要


行政院於1989年核定,開放外籍勞工以解決國內基層缺工現象開始,到1991年02月引進首批外籍勞工,使得跨國性人力仲介公司如雨後春筍般蓬勃發展,成為一項新興的服務業,同時也造就了服務專業人員的發展空間。 2001年10月行政院勞委會公佈「外勞政策白皮書」,限縮外籍勞工引進,並設置外勞總量警戒指標,以三十萬人為上限,全面緊縮外勞引進人數。外勞政策的轉變直接影響到人力仲介公司的生存,自成立迄今以引進外籍勞工為主的跨國性人力仲介公司共有由2,462家,至2008年11月的1,211家持續營運,有許多公司仍然在困境中掙扎。人力仲介公司的經營績效因此受到關注,現存的人力仲介公司的專業人員、從業人員與引進外籍勞工的人數, 在經營績效方面反映出什麼樣的關係? 經營績效與公司規模一定成正比嗎? 本研究即以桃園地區人力仲介公司為主要研究對象,利用傳統資料包絡分析法(DATA ENVELOPMENT ANALYSIS,DEA),為人力仲介公司的經營績效作評估。依據桃園地區跨國性人力仲介公司專業人員與從業人員之人數,與引進外籍勞工之人數做交叉評估分析。希望本研究的結果、分析和發現,能夠提供給在台灣的跨國性人力仲介公司一個經營管理方面有價值的參考,協助他們作適當的管理決策並在這一領域中屹立不搖。

The Executive Yuan approved in 1989,open the market of import foreign workers to solve the problem of domestic labor shortage. After the introduction of the first batch of foreign workers to Taiwan in February, 1991, transnational manpower companies had mushrooming development and became an emerging service industry. It also created service professionals the opportunity to develop their career. In October 2001,the Executive Yuan's Council of Labor Affairs announced "Labor Policy White Paper". It narrowed the amount of imported foreign workers, and set labor warning indicators to the maximum of 300,000. It was an overall tightening of foreign labor. To change of foreign labor policy directly affect the existence of transnational manpower agencies in Taiwan. This policy made the number of transnational manpower agencies decreased from originally approved of 2462 from begin, Until Nov, 2008 only 1221 keep to working, Many agents are still struggling. The management performance of manpower agencies became a concerned issue. What are the relationships among the numbers of transnational manpower agency professionals, employees, and foreign labors, reflect on the management performance of a company? Is there a direct proportion between the management performance of the agency and the size of the company? The main object of this study is focused on manpower agencies in Taoyuan, Traditional data envelopment analysis (DEA) is applied to evaluate the agents for management performance assessment. The based transnational manpower agencies’ professionals of Taoyuan, the numbers of employees and foreign workers imported by the agencies are used to complete crossover's assessment analysis. I hope that the result, analysis and finding of this study would provide transnational manpower agencies in Taiwan a valuable reference to help them make suitable management decision and survive in this field.
