  • 社區醫療通譯是讓主流社會中的移民或少數族群,跨越語言與文化的障礙,確保自己獲得平等醫療照護的服務。三十年來,東南亞國家女性透過婚姻來台定居,經歷各種因語言、文化隔閡造成的就醫障礙。但針對新住民配偶提供的醫療通譯服務,一直到近十年來才逐漸受到重視。社區醫療通譯的功能為何、角色為何,社會大眾依然一知半解。本研究以新北市衛生所通譯作為對象,探究其對醫療通譯一職之觀感與工作現況,以期對台灣社區醫療通譯有更進一步了解。

    當前新北市衛生所通譯大多為越南籍新移民,在台居住時間四到十三年不等。五成受訪者成為通譯並無特殊原因,只是將通譯一職視為工作選項之一。通譯工作內容大致為與新住民相關之業務,以協助預防注射門診為主,每週服務時數也配合門診時間,有時尚須支援其他衛教活動。現職通譯對工作條件大致上皆屬滿意,且八成通譯有留任意願,惟部分通譯表示,留任的先決條件是家庭經濟來源無虞。

    本研究針對現行通譯制度問題,提出建議方案。第一,確實調查在台東南亞籍新移民之語言服務需求,重新調配通譯人力,並輔以其他語言服務,建構完善之通譯服務網絡。第二,在通譯培訓課程中,加強對新移民健康自主的認識與通譯角色自我認知,確保通譯能真正發揮「協助新移民」的功能。第三,加強通譯承辦人對通譯工作的認知,避免因「協助者」角色的定義模糊,導致通譯人力資源的不當使用。
