跨域計畫之管考機制介紹與分析-以“易淹水地區水患治理計畫”為例

摘要


為因應台灣地區淹水災害日益嚴重之趨勢,行政院規劃易淹水地區水患治理計畫擬分8年分3階段籌編1, 160億元特別預算以加速治理速度,而立法院方面亦已於本(95)年6月30日三讀通過核定實施“易淹水地區水患治理計畫”中第1階段實施計畫(95~96年)特別預算309億6500萬元。本計畫係針對淹水情形嚴重且治理進度落後之縣〈市〉管河川;區域排水及事業海堤等項目,藉由本特別條例之訂定由中央執行機關據以直接進行改善,然預算分別編列予經濟部;農委會與內政部等單位並將部分經費以補助地方縣市政府方式執行,誠如大眾運輸;環境經營管理等都會區的共同性課題,均無法在單一法定行政組織內達成總體建設目標,因而透過區域合作;部會與縣市問資源整合以解決共同問題乃勢之所趨;故如何落實本計畫之規劃與執行,管考作業實為一關鍵課題。

In order to cope with getting worse situation of flood disaster, the special budget of 30.9 billions for the first stage of the ”Regulation Project of Flood-prone Area” had been approved by Legislative Yuan on Jun, 30, 2006. This promulgated project aims at managing and improving the delayed schedule on the rivers administered by counties (cities), region drainage system and sea dikes. Therefore, region cooperation and sources integration between ministries of central government and counties (cities) is necessary to solve the problems in common. Hence, evaluation and management operation become the critical lessen for projects, planning and implementation.
