摘要

社區營造與環境規劃的過程，無可迴避地必須為社群的共同價值與社群之善作出界定。但以往由上而下的、強制性與精英式的道德論述，已顯然無法被民主社會成員所接受，使得二十世紀末葉以來，逐漸原子化的民主社會亟待一種新道德論述的提出。Amitai Etzioni六年前所作的努力：《新黃金定律—民主社會中的社群與道德》一書，對於民主社會之社群形成與道德重建，提出了完整的新道德論述，至今仍甚具啟發性。本文除了摘述該書有關新黃金定律之核心主張，也對此定律所面對的潛在質疑作出評論性的回應。

In the process of community revival and environment planning, actors have no choice but to define the public good of community. Nevertheless, old arguments of morality, which are coercively made by elite from top down couldn't be accepted by members of democratic society today. The atomizing democratic society is waiting for some new arguments of morality since the end of last century. Amitai Etzioni, the author of ”The New Golden Rule: community and morality in a democratic society”, dedicated himself to advances an integrated theory of community and morality, which still has much enlightenment to this day. In this review, I illustrate the key theses of ”The New Golden Rule” and make some comments to response potential queries.
