大眾運輸導向發展下運輸系統技術方案適用性之比較研究

摘要

「大眾運輸導向發展(transit-oriented development, TOD)」之都市計畫與土地開發策略，已是都市朝向永續發展之必要政策。然而，一般TOD規劃過程中多以「軌道技術(rail-basedtechnology)」作爲此「大眾運輸」模式。本研究則在TOD政策理念與目標下，比較「大眾捷運(mass rapid transit, MRT)」、「輕軌捷運(light rail transit, LRT)」與「公車捷運(bus rapid transit, BRT)」等不同大眾運輸技術之功能特性，並分析案例城市結合不同運具的TOD規劃發展經驗與成效；同時，基於路網形成之時效性以及財務永續性，歸納出適當的TOD規劃方向以及在「公車捷運爲導向之都市發展(BRTOD)」政策下運具技術規劃之策略。研究成果期能協助確認BRT在TOD規劃之角色以及大眾運輸技術型式評選。

As is widely recognized, Transit-Oriented Development (TOD) is an essential policy in land use planning and urban development for achieving sustainability. This study explores how various public transit systems perform, including mass rapid transit (MRT), light rail transit (LRT) and bus rapid transit (BRT), for attaining TOD. First, the functions and operational features of the various public transit alternatives are analyzed. Various TOD experiences in representative cities are then reviewed. Strategies of applying BRT for TOD planning are discussed. Analytical results should help of defining the role and function of BRT systems and of selecting appropriate alternative for urban transportation systems.
