There are four major purposes in this study: (1) to explore the motivation theories of curriculum development of local district; (2) to understand factors that affect the development in the process of Hsiang-Tu instruction; (3) to probes the developmental process of Hsiang-Tu instruction in I-Lan county; and (4) to make some conclusions and provide suggestions for future curriculum reforms in Taiwan. The conclusions of this study are outlined as follows: (1) the concept of curriculum development of local district can be treated as the transfer of curriculum decision-making right; (2) the model of curriculum development of local district can be defined as the kind of adaptability reform, based on the resources and curriculum decision-making right; (3) from the national needs for curriculum reform, the importance of curriculum development of local district is addressed; and (4) the reason why I-Lan county developed their Hsiang-Tu instruction is political favor far ecosystem, efficient usage of the communication strategies, plentiful financial support, and for school districts highly execute.
