This article is on Professor Hsu's honor to devote to the theory and practice of Community Development (CD) in Taiwan. One of the few social workers in Taiwan who consciously emphasize and constantly remind the CD of its philosophy and theory base is James Hsu. When CD becomes more popular and important in Taiwan in the 1970s, the necessity for determining its philosophy and theory becomes more urgent. James Hsu's contribution is considered important enough by his colleagues for them to organize a conference for the purpose of continuing the research into the relationship of philosophy and theory to CD. Because of Hsu's importance in the fields of CD in Taiwan, it seems justifiable to extract from his thinking his basic philosophy and theory and the way he related it to the field of CD. This philosophy and theory must be looked at in the framework of his time, but it is also necessary to determine what parts of it can be valuable for community workers today. In this article I examine the concepts and philosophy of CD around the world firstly. Secondary, I review the history of community development in Taiwan. Finally, I discuss Professor Hsu's contributions to the philosophy, theories and skills of CD based on the literatures which Professor Hsu has published in the journals in Taiwan since the l960s while the Taiwanese government launched the community development projects in order to improve the people's quality of life.
