民國40年我國在國際組織援助下開始提供學童午餐,迄今已60餘年;在教育部組織重整,學校午餐業務由前教育部體育司移轉國民教育及學前教育署之際,本文以歷史研究法,蒐集教育行政機關年鑑、學術研究文獻及筆者之歷史文件等,整理我國學校午餐發展紀要,期能溫故知新、鑑往知來。本文分由(一)頒定法規政策、(二)補助弱勢學生午餐費、(三)充實人力與設備、(四)供應基準與營養教育及(五)食材管控與考核等層面論述之。由學校午餐發展歷史觀之,其主要任務,由早期濟貧性社會救助開始,旋以改善學童及青少年營養情況,而近代則因應社會環境需要,除持續照顧經濟弱勢學生外,更實施營養教育、生活教育,成為學校行政及社會民眾關注之主要教育措施。
It has been more than 60 years since Taiwan government started school lunch program in 1951. In the time of reorganization of the Ministry of Education, the school lunch affairs has been transfered from the former Physical Education Department of Ministry of Education to the K-12 Education Administration of Ministry of Education. This article based on a historical research with collecting and sorting yearbook of educational administration, academic research literature and the author's historical documents. Finishing the minutes of school lunch programs was not only reflecting on the past, but also hoping and learning new things. This article includes five sections, namely: (a) built regulations and policies, (b) enriched disadvantaged students' lunches, (c) helped manpower and equipment, (d) supplied bases and nutrition education, and (e) controlled and evaluated the quality.By the history of the development, the school lunch programs started with the purpose of social welfare assistance in the beginning, but, in present, is to improve nutritional status of children and adolescents, to adapt themselves to the social environment of modern needs, and to take care of economically disadvantaged students, furthermore the implementation of nutrition education, life education. It became school administration and the community concerned about the public's major education initiatives.
