本文應用地理資訊系統之功能,探討台北市及高雄市之緊急醫療救護單位(消防救護隊,救護責任醫院)與緊急救護車蛹之距離位置、分布及座標數據,以瞭解地區救護資源涵蓋與分布情形;並分別以救護車回應時間4分鐘、8分鐘作爲服務基準,模擬於不同平均行駛速率下,緊急救護流程中救護車從事故地點將病患送抵救護實任醫院之可及性。本文之研究結果顯示,台北市及高雄市各地區之緊急救護資源分布有不均之情形,其中以地區性救護責任醫院之分布家數有不足之現象,其大多集中於核心區域,邊綠地區則甚少;再者,北高兩市皆有許多地區是救護車末能於8分鐘內從停駐地點出發至事故現場,並從事故現場將病患送達醫院本文之研究結果可提供衛生主管機瞭解北高兩市之緊急醫療救護資源的分布是否均衡,籍此改善緊急醫療救護品質。
This study examined the feasibility of using a geographical information system (GIS) for geographical location, distribution and coordination of emergency services such as fire departments, hospitals and ambulances in Taipei and Kaohsiung. Assuming a response time of four to eight minutes as service criteria, this research performed a simulation to determine how efficient ambulances can transfer patients from accident sites to hospitals under different driving speeds. The simulation results of this study indicate that emergency medical services in Taipei and Kaohsiung are unevenly distributed and that remote areas lack sufficient regional hospitals. Further, many areas in Taipei and Kaohsiung cannot be reached by ambulance from its station, and cannot transport patients from the accident location to a hospital within eight minutes. The simulation results of this study provide information needed to help the Department of Health to understand the distribution of emergency medical services in Taipei and Kaohsiung and to improve the quality and efficiency of emergency medical services.
