大台北地區幼稚園及托兒所公辦民營經營模式探討

The Operation Model Research on Privatization of Kindergarten and Nursery in the Taipei Area

摘要


本研究旨在探討大台北地區幼稚園及托兒所公辦民營現行經營模式與實施現況。研究以文件分析法及深入訪談法進行,首先以文件分析法探討國內幼稚園及托兒所發展歷程,接著以相關文獻分析學校公辦民營之理論內涵及經營模式型態,進一步深入訪談至四位台北市公辦民營托兒所所長、兩位台北縣公辦民營幼稚園園長及四位公辦民營幼稚園附設國中或國小校長,最後歸結出大台北地區幼稚園及托兒所公辦民營經營模式實施現況。 根據文件分析及深入訪談之結果,本研究獲取以下結論: 一、大台北地區幼稚園及托兒所公辦民營經營模式具差異性 二、經營者對公辦民營的精神及經營方式有一定的教育理念 三、經營者對於公辦民營幼稚園及托兒所之定位仍偏向私立 四、高額履約保證金對想進入公辦民營之幼稚園及托兒所的經營者是一大阻礙。 五、做好教育訓練及邀請專家學者給予理論及實務的建議可作為學校公辦民營創新經營之道。 六、針對台北縣公辦民營幼稚園而言,與校方建立良好的溝通管道才能維持高品質之績效表現。 七、針對台北市公辦民營托兒所而言,自負盈虧是一大隱憂。 八、對教育當局而言,公辦民營可節省政府經費,引進民間資源,活化公家場地,提高幼教教學及服務品質,共創政府、家長及幼教學童、幼教老師與經營者多贏之局面,是未來政府可持續擴大辦理的政策。

The main objective of this research is to research the current operation model and present executing situation on privatization of kindergarten and nursery in the Taipei area. Document analysis method and deeply-interviewing are used on the study. To begin with, the study is to research the development process of the domestic kindergarten and nursery by document analysis method .Then, a lot of relative documents are analyzed on the theoretical contents and type of models of privatization. Further, deeply-interviewing four directors on privatization of nursery in Taipei City, two directors on privatization of kindergarten in Taipei County and four junior high or elementary school principals who own the privatization of kindergarten is on the study. Finally, the current model and executing situation is concluded with privatization of kindergarten and nursery in the Taipei area. According to the result of document analysis method and deeply-interviewing, the following conclusions of the study are: 1. The operator model research on privatization of kindergarten and nursery in the Taipei area is different. 2. The operators have good educational concept about privatization spirit and operation method. 3. The position about privatization of kindergarten and nursery is considered to trend private by operators. 4. Those operators who want to enter the privatization of kindergartens and nurseries have a big obstruction which is high bonding insurance. 5. Excellent educational training and experts who give theory and practical suggestion can be used on the innovative management on privatization. 6. To the privatization of kindergarten in Taipei county, the performance of high quality is built on good communication channels with the school. 7. To the privatization of nursery in Taipei city, the budget balance is a big worried trouble in the future. 8. To the educational authorities, the privatization can save the budgets of government, bring the private resources, refresh the space and raise the quality on childhood education. All wins exists among government, parents, preschool children, teachers and operators of kindergarten and nursery. The policy of privatization of kindergarten and nursery can be expansively and continually used in the future.
