電子病歷是未來趨勢,在建構醫療資訊網中扮演一個重要角色,不僅可提供及時且正確的資訊、節省醫療浪費、提高說醫品質,配合IC卡的實施更有助於民眾掌握自己的醫療健康紀錄。然而如何避免電子資料被竄改和洩漏、病歷格式標準化、法令規章的配合是極待解決的問題。 本研究採問卷調查法,探討地區教學以上醫院院長對病歷電子化的看法。結果得知:院長對病歷電子化的發展多呈正向反應,有87%院長支持此政策,但只有50%院長認為電子病歷可完全取代實體病歷。建議政府應考量各層級醫院實際業務需求,在有限的人力技術成本下,輔導中小型醫院建構電子病歷環境。
Computer-based patient records (CPR) is a trend in the future and it plays an important role in the construction of the medical information networks. It provides timely and accurate information, saves medical cost, enhances the quality of medical treatment, and helps manage patient health records accompanying the use of IC card. The unsolved issues, however, include the prevention of information leakage, the standardization of medical records, and the adoption of related laws. This study, through a questionnaire survey, investigates the views of Taiwan regionl hospital principals on the CPR. It finds that 87% of respondents supported the CPR policy, indicating a positive view on the computerization of medical records, but only 50% of them agreed that the CPR could completely replace the paper medical records. We suggest that the government should, under the constraint of human and technological resources, assist the medium and small hospitals to construct the CPR environment in accordance with the practical needs at different levels.
