本文首先從「個體發展」與「社會發展」等雙重功能的觀點,探究「核心素養」的教育功能;其次,核心素養不僅有助於個體開展潛能,且可產生社會效益,並可培養國民的終身學習、社會公民責任等各種社會核心價值,「核心素養可作爲教育目標之重要來源」;其三,核心素養可協助個體獲得「成功的個人生活」,進而建構「功能健全的社會」,可從「成功的個人生活」及「功能健全的社會」的雙重面向來論述核心素養的功能,其教育功能便在培育優質的國民。換言之,核心素養具有「個體發展」自我實現以及「社會發展」等雙重功能,可從「成功的個人生活」及「功能健全的社會」來看待核心素養的功能,其教育功能便在透過個體發展的「個人功能」以及社會發展的「社會功能」,培育優質的國民,特別是協助個體獲得「成功的個人生活」,進而建構「功能健全的社會」。
Key competencies had been defined as critical competencies, necessary competencies and important competencies. Several international organizations such as the United Nations Educational, Scientific and Cultural Organization (UNESCO), European Union (EU), Organization for Economic Co-operation and Development (OECD) all emphasized the importance of key competencies in educational reform. In this paper, the author argued the importance of key competencies from perspectives of individual development and social development, and articulated the function of key competencies regarding the notions of a successful life and a well-functioning society.
