受到全球化、知識經濟與新公共管理思潮的衝擊,各國行政系統有逐漸轉型朝向同型化治理模式的趨勢,政府行政系統必須以更密集的知識作為運作基礎,以邁向「知識型政府」的理想。知識型政府意味行政系統運作不再過度依賴過時經驗、權威、僵化法令及標準作業流程,它是行政科學化及理性化的終極表現,許多不符管理效能的非理性措施終將逐步被淘汰。政府體質必須進行調整,以利知識工作者的生存,公務員亦必須加強終身學習,增加「終身可僱用性」以取代「終身僱用」。知識型政府的建立必須突破許多現存法規及官僚文化,除必須對內加強知識管理措施外,對外亦必須研擬及推動相關政策,使國家處於知識經濟時代之嚴苛競爭下,能有較佳的競爭力。
With the increased recognition of the importance of knowledge-based economy many countries are developing mechanisms to make good use of information technology. This paper provides an analysis of the merits and implications of knowledge-based government. It argues that in order to increase national competitiveness, the Taiwanese government should not continue the way it operated in the past. Rather, it should be transformed into a knowledge-based government. Currently, to establish a knowledge- based government, the Taiwanese government should not only envision a plan to develop knowledge-based economy in Taiwan but also build a governance structure which motivates bureaucrats to effectively employ information technology, and further inspires creativity and encourages innovation.
