豬雙畜養的品質升級策略-以台北縣爲例

Quality Upgrading Policy for the Pig Feeding Industry: An Example in Taipei County

摘要


養豬產業爲台灣農業中之重要產業。加入WTO後台灣養豬業面臨國內、外競爭壓力,養豬戶承受莫大壓力。爲此,本文討論豬隻畜養品質升級後對豬農收益的可能影響。本文共進行三次調查,分別是一次豬肉市場調查,調查目前大台北地區豬肉市場的價格與品質要求,市場區隔以傳統零售市場、松青及101超市爲豬隻銷售之可能處所。另外兩次養豬戶的生產成本調查,調查對象選定台北縣養豬戶,第一次生產成本調查爲現況調查,我們發現本研究的樣本中,養豬戶飼養出的豬隻皆銷往傳統零售市場;第二次生產成本調查爲品質升級後之畜養成本調查,兩次調查皆爲同一組樣本。在本研究的畜養模型下,本研究得到,若養豬戶進行品質升級,且行銷通路由傳統零售市場改變至松青及101超市,在符合這兩通路品質要求下,養豬戶的飼養成本分別增加7.4%與11.4%,但扣除畜養成本的附加價值每頭將大幅提高爲285%與482%。這結果一方面表示消費者對豬肉價格不敏感,另一方面表示豬隻畜養的品質升級的確可增加整條供應鏈的附加價值。

The pig feeding industry, which is an important industry in Taiwan, faces domestic and foreign intensive competition after Taiwan joined World Trade Organization. This paper studies the possible impacts for farmers' pig feeding profit under farmers' quality upgrading policy. Three waves of market survey were investigated in this paper. One of them is the consuming pork market survey, in which we investigated the price and quality requirement in possible pork marketing channels, such as traditional retail market, Matsuei, and Taipei 101 supermarket. The other two waves are production cost surveys on pig feeding farmers in Taipei County. The first wave cost survey is the present production situation survey for pig feeding farmers and we find that all the pig feeding farmers in our sample sell their pigs to the traditional retail market; the second wave cost survey is the pig feeding cost survey under quality upgrading policy. The sample group is the same in both waves of the survey.Under the pig feeding model set by this paper, our study finds that if pig feeding farmers want to upgrade their pork quality and satisfy the quality requirement in Matsuei and Taipei 101 supermarket channels, the feeding cost will increase by 7.4 percent and 11.4 percent respectively, but the value added profit per pig (deducting the feeding cost) can largely increase by 285 percent and 482 percent in Matsuei and 101 supermarket channel respectively. These results not only show that consumers are not sensitive to the fluctuations of the pork price, but also indicate that the value added profit of the whole supply chain can indeed increase if pig feeding farmers upgrade their pork quality.
