摘要

兩次世界大戰之衝擊使得若干領導人決定帶領歐洲朝向整合方向發展，至今形成由廿五個主權國家組成之「歐洲聯盟」。因歐盟機構龐雜且尚有歐洲人民對歐盟抱有異議，因此，歐盟將其治理模式，提升至「善治」層級，希望可為人民帶來更美好生活，該理想充分表現在《歐洲治理》白皮書中，並從開放、參與、負責、有效與連貫之五大原則來操作。然歐盟對於善治，尚希望推廣至國際社會和廣大落後國家。其中，對於落後國家，推廣方式乃與其發展援助政策相結合，融合善治五大原則於政治對話、經貿援助、合作計畫等行動中，以確實幫助擺脫貧窮與帶來民主化。對於中國，歐盟既希望其融入國際體系，形成開放社會，也希望向中國輸出民主、人權、法治觀念，推動中國經濟與社會改革。對此，歐盟乃沿用其向世界輸出善治理念之模式，與中國展開政治與人權對話，進行經濟與貿易交流，同時藉由各種合作計畫務實地輸出歐盟理念與發展經驗，以善治五大原則進行檢驗乃可充分展現。顯然，在現實國家利益的考量外，歐盟對於中國政策也具有理想主義理念與政策。

Suffering the ruin of two world wars, some leaders decided to develop the European integration. European Union (EU) consisting of 25 states is the achievement nowadays. Because not all EU people were satisfied with the life and EU institutions, EU upgraded the governing model to the ”good governance” in the hope that it could bring people better life. The idea of good governance was shown in the White Paper of ”European Governance,” and the five good governance principles were openness, participation, accountability, effectiveness, and coherence. EU also hoped to popularize good governance to the world and many less developed and developing states. For the less developed and developing states, EU's implementation was to get rid of poverty and to advance democracy. EU integrated five good governance principles into political dialogues, economic and trade relations, and cooperation projects. EU not only encouraged the integration of China into the world economy through bringing it fully into the world trading system, but also introduced democracy, human rights, and rule of law into China to support the process of economic and social reform that has been continuing in China. What EU used was the idea of good governance. Using five good governance principles to examine whether these five principles are followed by EU-China political and human right dialogues, economic and trade relations, and cooperation projects, this research acquired positive outcomes. So besides the consideration of national interests, EU's China policy also entertained the thought and policy of idealism.
