Learning from the practice of Israel education system and policy, New Horizon Programme, Five-year Plan for the Arab, Druze and Bedouin Schools, and Shochat Reform, this article suggests Taiwan administration should construct four pillars to improve and promote our educational quality. Those four pillars are ”multicultural literacy”, ”indicators of educational equity,” ”teaching evaluation for primary and lower secondary school teachers” and ”differentiating the orientation and function of universities in general or in technological and vocational track.”
