高等教育國際化－以臺東大學與仙台大學之交流歷程為例

隨著我國於2002年加入WTO，教育的國際化成了不可擋的趨勢；而日本自2000年後也大力推動大學國際化，更於2008年訂定30萬留學生計畫，可見高等教育國際化乃未來之重要趨勢。而這股浪潮也間接推動了臺東大學與仙台大學交流關係的促成。在兩校教授的人緣以及地緣關係下，從2003年至今2014年止，已建立了超過10年的交流歷程，而筆者有幸於就讀臺東大學碩士班期間赴日交流1年，期間閱歷、收穫甚多，因此欲藉著本研究回顧臺東大學與仙台大學之交流歷程，並進一步檢討交流之成果，提供兩校日後改善交流之參考。本研究之研究方法以歷史研究法為主，訪談法為輔；研究範圍為2003年至2014年；研究目的為紀錄與回顧臺東大學與仙台大學之交流歷程，並檢討兩校交流協議之落實情形。研究發現，在兩校交流至今超過十年的歷程中，學生、教職員以及其他交流上皆達到落實。透過交流，兩校除培育了多位取得雙聯學士學位之人才外，也培育出多位擁有日語能力之學生，以及我國在雪橇項目的代表選手，可見臺東大學從中受益匪淺。然而，兩校交流人數的不均，以及臺東大學對於國際學生在華語學習的支援上，則為日後交流中有待改善的課題。

With our country entry into WTO in 2002, The internationalization of education become stream. Japan dedicated internationalization of higher education from 2000, and make a Program for 300 Thousand Foreign Students in 2008, and from this we can see that internationalization of higher education is the important stream in the future. The stream also help to bring about the exchange between Taitung University and Sendai University indirectly. In the interpersonal relation and geographic relation, Taitung University and Sendai University have been establishing the exchange relationships over ten years from 2003 to 2014. The author have been exchanged in Sendai University for 1 year, and gained a lot during graduate school, therefore the author would look back at the exchange between Taitung University and Sendai University, and check the results of exchange for improving by the study. The study methodologies are historical method and expert interviews, and time of the study ranges from 2003 until 2014, and explore the development of the exchanges between Taitung University and Sendai University, and check the results of exchange. The results are listed as follows: In the exchanges between Taitung University and Sendai University during the 10 years, the exchanges of students, teaching and administrative staff and the other exchanges are all fulfilled, and fostered the talents of double degree, Japanese talents and the bobsleigh and skeleton athletes of our contury, Taitung University profited greatly during the exchanges. However, how to solve the inequality of the number of people during exchanges and how to improve the support of language learning for international students are the important questions.
