先進國家與中國大陸科技合作經驗對台灣的啟示

On the Technology Cooperation between China and Advanced Countries and Its Policy Implication to Taiwan

摘要

國際科技合作已為促進國際間經濟交流的重要策略工具。晚近跨國科技合作有蓬勃發展之趨勢，且合作觸角逐漸延伸至發展中國家。在「十一五規劃」政策驅動下，中國對推動國際科技合作的態度從被動消極轉化為主動積極。此外，隨著後ECFA時代來臨，我國提升與中國大陸在相關領域的互動往來。順勢國際科技合作發展潮流，可為兩岸產業由生產與投資的合作，邁向深化產業科技合作的契機。有鑑於此，我國勢應精確瞭解中國大陸產業技術發展進程，以掌握其採取的國際技術合作策略。但鑑於兩岸的產業科技合作尚在起步階段，有必要借鏡先進國家的經驗，做為我國與中國大陸進行科技合作的參考依據。

Cross border S&T collaboration has been one of the important elements of globalization. In recent decades, cross-border S&T collaboration is not limited in developed world but also has expanded to developing countries. Especially, since the 11th Five-Year Plan, China intends to engage international S&T cooperation more aggressively. In the post-ECFA period, we may expect the cross-strait relations to reach S&T dimension through the closer connection in industrial sectors. Finally, this article suggests strategies in managing the cross-strait cooperation on S&T by drawing on China's international cooperation experience with advanced countries.
