探討潛在衝浪運動參與者對海域安全之認知與需求－以東北角暨宜蘭海岸國家風景區外澳濱海遊憩區為例

本文旨在探討潛在衝浪運動參與者對於衝浪運動之海域安全認知及需求，以東北角暨宜蘭海岸國家風景區外澳濱海遊憩區為研究個案，透過焦點訪談法及問卷調查法，針對宜蘭縣頭城鎮外澳濱海遊憩區之衝浪運動業者(俱樂部經營者)及2016 年4 月至5月期間到訪之潛在衝浪參與者，實得182 份(91%)有效問卷，經歸納分析並納入研究者論點，結果顯示宜蘭外澳濱海遊憩區的關鍵海域安全因素包含海流(離岸流)或暗流、天候海象(況)、個人親水能力及海域安全管理措施。整體而言，潛在衝浪參與者對衝浪海域安全感到滿意，但對於海域安全宣導及安全維護設備感到不足；而海域環境概況、海域安全管制、海象公告及後續救援機制等表示滿意；最後將安全規劃建議與參與者需求意見，提供給宜蘭外澳濱海遊憩區之相關衝浪運動發展單位參酌。

This paper aims to discuss water safety perception and requirement of potential surfing participants and take the Northeast and Yilan coastline national scenic area Wai'ao beach as a case study. Through focus group and questionnaires toward Yilan Wai'ao surfing industry and surfing participants interview from Apr. to May. 2016, 182 valid questionnaires has be collected. The results shows that critical water safety factors of Yilan Wai'ao include currents or undertow, weather, personal hydrophilic ability and sea safety management measures. In general, potential surfing participants are satisfied with water safety but security guides and equipment are inadequate. However, the satisfaction was showed in marine environment, water safety control, weather announcement and subsequent rescue mechanism. Finally, the recommendations in security planning and requirement of participants are provided as relevant reference.
