宜蘭牽罟轉型觀光休閒漁業之挑戰：以質性研究之觀點
Yilan's Beach Seine Transformation Challenges: From the Qualitative Perspectives
摘要
本研究目的為探討宜蘭牽罟內涵，分析牽罟轉型觀光休閒漁業之優劣勢、機會與威脅，進一步探討轉型觀光休閒漁業之挑戰，並根據研究結果提出轉型策略與建議，以利保存傳統漁業文化與提供牽罟轉型之參考。本研究方法為質性研究之文獻內容分析法、實地觀察法以及焦點團體法，以立意抽樣方式抽取當地耆老、漁民、業者與遊客共12位，蒐集相關研究資料後進行SWOT分析。本研究結果發現，牽罟主要內涵包括與自然搏鬥、互助合作、和平處世之精神；本研究也針對牽罟轉型觀光休閒漁業的優勢、劣勢、機會與威脅做探討；綜整研究結果發現，牽罟主要轉型的挑戰為：服務品質不穩定、經營管理能力不足、欠缺基礎設施、專業人力老化。本研究在實務面之建議為採用強化策略 (SO)、防禦策略 (WT)、扭轉策略 (WO)、與多元策略 (ST)；在學術面部分，本研究針對研究變項與方法做進一步之建議。

The purposes of the study were to investigate the meaning and challenges after the Yilan Beach Seine transforming from the traditional finishing to tourism fishing. The research method was qualitative oriented, and the researchers conducted content analysis, on-site observation, focus group, and SWOT analyses for this study. The objects of the study were 12 seniors, fish men, and tourists and were purposely selected. The results of the study found that the meanings of Yilan Beach Seine were surviving against the nature, mutual benefits and collaboration, and peace gathering. The challenges of transformation were unstable service quality, lack of managing abilities, inadequate service facilities and aging of professional manpower. The recommendations of this study were to imply strengthen strategies, defense strategies, turnover strategies, and multiple strategies. The recommendations for the future study were also made.
