高雄民眾政治談論溝通網路的樣貌

Patterns of the Political Discussion in Kaohsiung Voters’ Daily Life

摘要


隨著我國公民社會發展的日趨成熟、新聞資訊的傳播加速、公民參與公共事務的意識抬頭,在日常生活中談論政治已是最常見、最自然的政治參與行為。本文從經驗上的好奇(empirical puzzle)出發,試圖呈現高雄市選民談論政治社群的樣貌。本文從政治談論溝通網絡(communication networks of political discussion)的近十年研究脈絡出發,使用2006 年底高雄市長選舉選前電話調查資料,以及縣市合併後2010 年大高雄市長選舉選前的電話調查資料進行分析。研究發現:民眾在日常生活中接觸到多元的政治意見的比例相當高。雖然多數受訪者談論政治的對象十分固定,但約有一半的受訪民眾表示他們在日常生活中自然地擁有高度異質性的政治談論社群,並在其中保存了不同的政治偏好。這個圖像值得關心相關政治傳播理論發展,或是高雄政治的研究者及觀察者參考。

As Taiwan is growing democratic and the scope of news increases, the number of citizens who are involved in discussing politics and political issues in their daily life also increases. This picture quite contradicts the conventional pattern about Kaohsiung under the framework of "north blue and south green" (voters in the northern Taiwan favors KMT while those in southern support DPP), implying that voter in the northern cities and counties homogeneously favoring for the blue camp and those in the southern, particularly the Kaohsiung City, for the green camp. To examine this contradiction, this study explore the pattern of network heterogeneity in Kaohsiung City. Taking two survey data sets collected during the 2006 and 2010 mayoral campaign seasons, this study provides evidence against the stereotyped image that the citizens in Kaohsiung are homogeneous in nature and that these networks all favor a particular political party. The analysis suggests that almost half of the population in Kaohsiung lives in heterogeneous network environment and this variable is associated negatively with propensity to discuss politics and positively with disagreeing others. This pattern and its implications for the studies of Taiwan’s democracy are discussed.
