The risk governance of chemicals in Taiwan depends on the capacity building of the regulatory authorities, especially the competent of the agency involved in information infrastructure or management tasks of chemicals origins. The Chin-Poon Fire Accident raised the concern of labors, community residents, and firefighters on chemicals information. This paper intends to analyze the demand on chemicals information, attempt to inventory the demand from different stakeholders, and distinguish the information types and risk categories of chemicals. In order to correspond to the statutory functions and regulatory tools of the Agency for Toxic and Chemical Substances, and analyze whether their tools are sufficient and the capacity is implemented, in order to build and improve the infrastructure of chemicals information.
