新竹縣九讚頭文化協會推動社區總體營造之評估

Evaluations on Community Development Promoted by Hsinchu County Jiuzantou Cultural Association

摘要


本研究以社區總體營造之四項「核心價值」及八項「基本原則」建構一個社造之「評估指標」,並以該評估指標作為深度訪談之依據;旨在探討「新竹縣九讚頭文化協會」推動社造十餘年來之執行成效,並藉此檢討我國社造政策之利弊得失。經由「深度訪談」與「參與觀察」發現九讚頭文化協會具備以下之優勢: 一、該協會以「家庭」為參與單位,重大議題採「共識決」,組織和諧度高。 二、與各黨派政治勢力保持「等距關係」,能獨立自主運作。 三、不因「金錢」而左右該協會之主體性,且經費帳目皆公開透明。 四、成立「九讚頭人文公社」與「劉興欽漫畫發明館」,與地方特色產業結合,兼顧「公益」與「生計」,頗具創意。 五、堅持「教育文化」為社造主軸。 六、從「社區居民」到「社會公民」的成長脈絡已經成型。 不過該協會同時也面臨以下之困境: 一、政府社造政策不穩定延續性差。 二、幹部老化亟需招募新血輪。 三、領導者必需運用智慧化解組織內派系糾結,並將派系視為組織之「防腐劑」。 四、亟需建立自給自足永續經營之回饋機制。 五、活動方式應講求創意與特色,並適度注入美學元素。 六、應加強推動社區文化創意產業,增加社區就業機會。 針對九讚頭文化協會推動社造之優勢與困境,本研究分別以公部門與私部門之觀點提出以下之政策建議: 就公部門而言: 一、中央政府應力求社造政策之穩定性與延續性。 二、地方政府文化局應扮演社造價值捍衛者之角色。 三、加強各級政府行政社造化的理念與作為。 四、檢討修正經費補助與核銷方式。 五、建立中央與地方「伙伴關係」共創多贏。 就私部門(社區組織)而言: 一、號召年輕人參與,打造新故鄉。 二、建立由下而上之民主參與機制。 三、排除政治與派系干擾,自立自主運作。 四、發展在地化社造組織,深耕社區。 五、推動文化創意產業交流平台,建立永續經營機制。

This research uses four “Core Values” and eight “Basic Principles” as evaluation criteria for the community development and bases on these criteria to conduct an in-depth interview. The research aims at exploring the implementation results of the cultural creative industries over the past decade and more as promoted by the Hsinchu county Jiuzantou Cultural Association and reviewing the pros and cons of the policies of the cultural creative industries in the R.O.C. Through the in-depth interview and the participatory observation, we have found out the advantages of the Jiuzantou Cultural Association as follows: 1.The Association uses family as the participatory unit and adopts consensus for the resolution of major issues, thus the organization enjoys a high degree of harmony. 2.Keep equal distance with all political parties and political forces to ensure autonomous operation. 3.The Association’s subjectivity is not influenced by the factor of “Money”, since budgets and accountings are disclosed transparently to the public. 4.Establishment of the Jiuzantou Humanities Community and the Liu Hsingchin Cartoon Creation Hall features combination with the local industry and is creative in caring for public benefits and livelihood. 5.Insist on education and culture as the main streams of the cultural creative industries. 6.A thread of thought on growing from “Community residents” to “Citizens” is formed. Nonetheless, the Association is confronted by the following predicaments: 1.Government cultural creative industry policy is unstable and interrupted from time to time. 2.Aging of cadres call for recruitment of new forces. 3.Leaders should employ wisdom to resolve partisan entanglements within the organization and treat the partisans as the preservative of the organization. 4.Build a feedback mechanism for self-sufficient and lasting operation. 5.Events should be creative, unique and aesthetic. 6.Promote community cultural creative industries to increase employment. On the advantages and predicaments of Jiuzantou Cultural Association in promotion of cultural creative industries, this research has made following policy proposals from the viewpoints of government and private departments: From the viewpoint of government departments: 1.The central government should pursue a stable and continuous policy for community development. 2.The local government cultural bureaus should play a guardian role in defense of cultural creative industry values. 3.Enhance the concept and actions of the government administration at all levels for cultural creative industries. 4.Review and revise the subsidies and reimbursement methods. 5.Establish central and local government partnership relation for win-win situations. From the viewpoint of private departments (community organization): 1.Call on youths to participate in creation of a new home town. 2.Establish a democratic participatory mechanism bottom up. 3.Eliminate political and partisan interference and operate autonomously. 4.Develop local cultural creative industry organizations and deeply cultivate the community. 5.Promote a cultural creative industry exchange platform and establish a lasting operation mechanism.
