台灣國際醫療旅遊發展策略初探

摘要

根據英國經濟學人智庫的預測，醫藥服務將與科技、永續能源並列為21世紀全球三大軸心產業。2005年全球醫療保健市場規模已達2000至3000億美元，全球觀光醫療市場超過一千九百萬人次，產值達200億美元。2006年，光是美國就有約50 萬人到海外就醫，英國每年有5萬至15萬人跨海接受國際醫療。而亞洲國家則受人口老化醫療需求增加或經濟快速起飛之故，醫療旅遊的需求也開始成長。2007年亞洲觀光醫療市場規模產值已達34億美元，佔全球觀光醫療市場12.7%，預估2012年全球觀光醫療產業之產值將上看一千億美元。各國更早已嗅到商機，醫療旅遊（Medical Tourism ）已成為一股新潮流，在歐洲、南非、印度、新加坡、馬來西亞與泰國等國家的醫療旅遊產業正蓬勃發展•。
衛生署成立「醫療服務國際化旗艦計畫」，爭取外國人到台灣醫療消費。行政院因而提出「2015年經濟發展願景」。在第一階段三年衝刺計畫(2007-2009年)中將醫療服務列為重點發展項目，以提升台灣優質醫療的國際形象。行政院將推動六大新興產業布局，其中醫療照護、生技產業、觀光旅遊三項產業與醫界高度相關，受到全台醫療機構高度關注。
本研究目的在探討台灣發展醫療保健旅遊之現況，目前遇見的瓶頸以及台灣現階段適合發展的醫療旅遊策略模式。本研究整合相關文獻，探討國際醫療旅遊發展現況、國內外觀光和醫療環境。
研究結果顯示：目前全球醫療趨勢，邁向高齡化社會、慢性病增加，預防醫學興起，重視保健養生。另外，若能找出台灣醫療服務特色，再結合觀光資源，相信可帶動醫療服務產業的發展，成為台灣新經濟之來源。
建議部份：台灣有條件且有機會發展醫療旅遊，而初期定位應以「觀光為主，醫療保健為輔」，待市場漸趨於成熟後，再發展深度醫療。在發展醫療旅遊過程中，政府扮演重要的角色，如政策方向不一致可能導致推廣效果不彰。就政府可提供的服務範圍而言，應建立資源整合平台、簡化國際旅客來台流程並保障其就醫權益、加強國際宣傳、協調與國外醫院及保險業策略結盟並廣範延攬產業界人才，成立專業團隊，積極參與政府間合作成為健保制度輸出國。

Medical tourism, also called health tourism or medical travel is a rapidly growing, nationwide patients who travel across national borders to receive medical treatment. This treatment could be an elective procedure like cosmetic surgery, specialist treatments such as chemotherapy for cancer, major and minor surgeries, dental care, or even routine health checks. Aside from receiving medical treatment, leisure activities and local tour are integrated into a package for the patient is the new trand at the same time.
Overall, the number of medical tourists visiting Asia is expected to grow by more than 20 percent annually, creating an industry worth about US$4 billion by 2012. Although India is estimated to account for about half of that, the medical tourism market remains a sizeable opportunity for Asia region. Singapore, Malaysia, and Thailand are already promoting their medical tourism industries, even as the market continues to change and growth.
Recently, Taiwan government raise up the new strategy for developing an new industry focus on medical tourism. We would like to review the current pace of the medical tourism industry’s development and the medical tourism globalization in general. And also analyse the issues of sourcing, infrastructure, medical sources, and international standardization that influence medical tourism overall. We would like to discuss how to play an integral roles in the medical tourism industry going forward in Taiwan.
