中共西部大開發經濟發展及戰略意涵之研究

摘要

大陸實施西部大開發的戰略目標，在於逐步縮小地區差距創造條件、實現協調發展與共同富裕、改善生態環境，提高國土承載壓力、形成全國統一市場等，這些戰略目標，凸顯透過西部大開發戰略可解決區域經濟發展問題的重要性。西部地區缺少資金、技術和市場開拓能力，但具有豐富的勞動力和自然資源優勢，西部大開發戰略實施12年來，西部地區的基礎設施、產業實力、體制環境和市場體系等發展條件大為改善，區域地位提升、發展能力增強，人民生活水準提高，為下階段發展奠定良好的基礎。隨著「十二五規劃」正式起動，未來10年西部地區固定資產投資增長速度仍將維持較高水準；這將進一步改善西部地區發展的基礎條件，也為西部地區的產業發展提供更大的市場空間。如何有效引導西部各地根據各自的特點和優勢，完善發展環境，承接國內外產業轉移，調整優化產業結構，建立現代產業體系，攸關大陸區域經濟整體發展戰略的成敗。本文以戰略意涵的觀點，闡釋西部大開發政策並檢視西部大開發政策的執行成效及其對大陸經濟發展的影響，做一整體結論。

The strategic objectives of China's“Western Development” are to gradually reduce regional differences,achieve coordinated development and prosperity,improve ecological environment,increase the bearing-capacity of land resources,and form a unified national market.These strategic objectives indicate the importance of solving the issues in regional economic development through“Western Development.”Western regions lack capital,technologies and the capacity of market-expansion,but they have abundant labor-forces and natural resources.Twelve years after“Western Development”was launched,western regions' infrastructure,industrial foundation,the environment of policy systems,and the market system have been greatly improved;the enhanced regional status,development capacity and standard of living have established a good foundation for development.With the official implementation of the“12th Five-Year Plan,”the growth rate of western regions' fixed-asset investment in the next ten years will maintain a relatively high standard.This will further improve the foundations for the growth of western regions and bring more market-space for their industrial development.The question of how to effectively guide western regions to utilize their own unique qualities and advantages, improve the developmental environment,handle the industrial transfer of domestic and foreign industries,adjust and optimize industrial structures,and establish a modern-industry system is relevant to the success or failure of China's regional-economy development strategy.From a strategic perspective,in this dissertation the nature of“Western Development”is explained and the influence of its performance on China's economic development is examined.
