臺北縣國小教育人員對行政主管遴聘方式、績效表現及人格特質之意見調查研究

A Surrey Study of Elementary School Educational Personnel’s' Opinions about the Selection Process, Performances and Characters of School Administrators in Taipei County

摘要


本研究旨在探討臺北縣國小教育人員對行政主管遴聘方式、績效表現及人格特質之意見。為達研究目的,透過文獻分析,建立研究架構,繼而以問卷調查法為研究方法,用「國民小學行政主管遴聘方式、績效表現及人格特質意見調查問卷」為工具,研究對象為臺北縣五十所國小的教育人員,有效樣本為455份,所得資料採用SPSS12.0 for Windows統計套裝軟體進行描述性統計、t考驗、單因子變異數分析等統計方法分析。經分析結果,獲致下列結論: 一、整體而言,國小教育人員贊同現行主任遴聘的法制規定與方法。希望於國民教 育法明訂中小學主任遴聘及甄試儲訓之辦法,並修改成「考用合一」之派任制。 二、整體而言,國小教育人員對學校主任遴聘實務面意見呈現出多元化。希望在現 狀中多一些討論空間、輪動機會與尊重意願。 三、整體而言,國小教育人員對學校主任的工作績效表現都給予很高的評價。 四、整體而言,國小教育人員對學校主任的人格特質感受都給予很高的評價。 五、各個不同背景變項對於行政主管遴聘方式、績效表現及人格特質大部分都達到顯著差異。 最後根據研究結果與結論,提出具體建議,以供老師、主任、校長、師資培育機構、教育行政機關及後續研究之參考。

The purpose of the survey is aimed at exploring elementary educational personnel’s opinions about the selection process, performances and characters of school administrators in Taipei County. In order to achieve the purpose of the survey, the researcher of this very survey conducted numerous analyses of the documents, set up the frame of the survey and adopted the questionnaire method with the questionnaire titled, “A Survey of Opinions about the Selection Process, Performances and Characters of School Administrators in Taipei County”. The survey subjects included educational personnel from fifty elementary schools in Taipei County, with 455 valid samples returned. SPSS12.0 for Windows was conducted for descriptive statistics, t-test, single-variation analyses. The results of the analyses are as follows: 1.As a whole, the elementary school educational personnel are in favor of present regulations and rules regarding the selection process of directors. It is hoped that the educational regulations regarding the selection and training process of the junior high school and elementary schools can be explicitly set and integrated for the futuristic assignments of educational personnel. 2.As a whole, the elementary school educational personnel come up with divergent opinions about the selection process of school administrators. Concerning the status quo, more discussions, personnel shuffles, and consultations on educational personnel’s willingness are highly expected. 3.As a whole, the elementary school educational personnel think highly of the performances of their school administrators. 4.As a whole, the elementary school educational personnel think highly of the characters of their school administrators. 5.Each individual variation has a great influence on the selection process and performances of the school administrators. Eventually, it is expected that the results and suggestions of this survey can be valuable information for teachers, school administrators, principals, teaching training institutes, educational institutes, and potential researchers.
