中小企業先天規模小,在資源及技術能力上較不足,大部份的中小企業都面臨到嚴重的產業數位落差問題。聯合國產業發展組織(UNIDO, 2003)認為,群聚是協助中小企業發展的重要基礎,並且藉由群聚成員間緊密的合作關係,協助克服先天規模較小的缺陷,促進彼此學習與模仿。因此,我國經濟部中小企業處也積極利用網路科技輔導中小企業,並推廣群聚業者發展電子群聚(e-cluster)。 過去對於群聚相關網站之評估研究,較偏重於產業入口網站及公協會入口網站的評估研究較多,顯少以地方產業群聚及地區行銷的概念切入電子商務的議題。因此,本研究透過地區行銷策略、產業群聚及電子商務評估指標等相關文獻的蒐集,探討產業群聚網站應包含的功能及群聚該有的特色,建立完整之中小企業產業群聚網站之績效評估模式。本研究首先運用模糊德爾菲法(Fuzzy Delphi Method, FDM)進行評估指標的篩選,待各專家對於評估指標的意見達收斂後,再以模糊層級分析法(Fuzzy Analytic Hierarchy Process, FAHP)計算出各評估指標的權重,以建立一完整之產業群聚網站評估模式。並提供政府未來在進行產業群聚網站設計與評估之參考。
Small and medium enterprises (SMEs) have congenital problem in small scale, and relatively insufficient on resources and technological abilities. Most of the SMEs are facing the serious problem of industry digital divide. United Nations Industrial Development Organization (UNIDO, 2003) believes that the Clustering is the important foundation of assisting development of SMEs, and Cluster members can through a close working relationship overcome the inherent shortcomings of the smaller, and promote mutual learning and imitation. Therefore, China's Small and Medium Enterprise Administration (SMEA), Ministry of Economic Affairs actively uses the Internet to counsel SMEs, and promotes the development of electronic cluster (e-cluster). In the past of assessment research of Cluster related websites, more emphasis on industry and the association of portal assessment study, but less on cut the topic of e-commerce with local industries clustering and concept of regional marketing. Therefore, this study will through the regional marketing strategy, industry clusters and the evaluation of e-commerce and other related literature discuss functions that should be included in industry cluster websites and some characteristics of the clusters, and will establish a complete industrial cluster of SMEs websites performance assessment model. This study at first utilized the Fuzzy Delphi Method (FDM) on assessment screening of indicator, and then use the fuzzy Analytic Hierarchy Process (FAHP) to calculate the weight for each assessment indicator in order to create a complete site assessment model for industry clusters. In the future, this study can be offered the government as a reference of clustering website design and assessment.
