通報轉介中心為台灣早期療育服務的樞紐,其服務是否落實對於發展遲緩兒童及其家庭能否獲得後續相關服務以及服務品質的優劣有很大影響。本研究欲從線上工作人員的觀點來了解早期療育通報轉介中心的功能並討論相關的政策議題。 本研究採質性研究方式,研究對象為國內10間通報轉介中心共計11位資深業務承辦人員,以半結構式訪談來收集研究資料,並以紮根理論法進行資料彙整與分析。本研究發現分歧的業務辦理模式與服務內容、服務資源的缺乏、行政管理體制的繁瑣,以及法令政策的不完善皆對通報轉介中心的服務運作產生影響。 因此本研究建議中央與地方應凝聚共識並加強溝通、健全發展遲緩兒童早期發現系統、評估早期療育所需以根本資源不足情況、改善通轉介資訊系統,讓早期療育通報轉介中心服務運作能更臻成熟。
Reporting referral centers are the pivot of the early intervention system in Taiwan. The execution of the reporting and referral services has a great impact on the children with developmental delay and their family. The purpose of this study was to explore the functions and discuss the policy issues of early intervention reporting referral ceters in Taiwan from the view points of the workers. The study was a qualitative research. The study samples consist of 11 senior employees at 10 reporting referral centers. The data were collected by semistructured interviews and analyzed based on the grounded theory. Results revealed that the issues affecting the operation of reporting referral ceters include the discrepancy of operating models and services in differenct cities, the lack of operating resources, the complication of administration systems, and the imperfection of related policies and rules. According to the findings, this study provides four policy suggestions to improve the performance of the early intervention system. The first is to enhance the consensus and communication between central and local governments. The second is to improve the detection system in order to find children with developmental delay as early as possible. The third is to evaluate the required resources for the early intervention system to fundmentally solve the problem of resources inadequacy. The fourth is to upgrate the case management information system.
